THE SAFEPLANS’ STORY
SafePlans began as S.A.F.E. Consulting in 1993 as a part-time security consulting business while Brad Spicer was a Trooper with the Missouri State Highway Patrol. In 1999, based on his experience with the Patrol’s Tactical Response Team, Mr. Spicer began exploring ways to link facility floor plans with digital images to help SWAT personnel respond faster and safer to critical incidents.
In 2000, while assigned to the Missouri Governor’s Security Detail, the newly elected Governor’s two school-aged children introduced Mr. Spicer to school emergency preparedness challenges that are not addressed solely by law enforcement response. Working hand in hand with schools, he developed strategies with the goals of prevention, mitigation, and reduction of response time. These strategies took into consideration that there are two separate responses; the response of the site that is affected by the incident and the response of public safety officials. These concepts are the foundation of what is now the ERIP solution.
In 2003, while a sergeant with 11 years of service, Mr. Spicer resigned from a promising career with the Highway Patrol to focus on improving school readiness. Under his leadership SafePlans has grown into a national firm with clients including fortune 500 companies and two of the five largest schools systems in the U.S. SafePlans is an Advanced Level IBM Partner and ERIP is designated by U.S. Homeland Security as a Qualified Anti-Terrorism Technology.
MEET BRAD SPICER THE FOUNDER OF SAFEPLANS
Brad Spicer served in Military Intelligence for the Army and is a veteran of Operations Desert Shield & Storm. He spent 11 years with the Missouri State Patrol, with assignments on SWAT and the Governor’s Protection Detail. He coordinated security operations during Presidential visits and other high profile events for the Patrol and has received advanced threat assessment training from the Secret Service and Gavin de Becker & Associates.
In 2001, he developed the Emergency Response Information Portal (ERIP™), an emergency preparedness application and founded SafePlans. An analysis of active shooter incidents led him to create the Intruderology™ active shooter prevention and survival program using what is now the Homeland Security ‘Run-Hide-Fight’ system. Under his leadership SafePlans has grown into a national firm with clients including fortune 500 companies and two of the five largest schools systems in the U.S. SafePlans is an Advanced Level IBM Partner and ERIP is designated by U.S. Homeland Security as a Qualified Anti-Terrorism Technology. Mr. Spicer has served as a school board member and holds positions on several national advisory boards.
